Missouri Birth Certificate Access - The Missouri Adoptee Rights Act Thanks to State Representative Don Phillips! 8-28-2016 The Missouri Adoptee Rights Act went into effect. Missouri born adopted adults will finally be allowed to receive a copy of their own original birth certificate without a court order. (note: If you are the descendant of a deceased adoptee, you will not be able to get a copy of the adoptee's original birth certificate without obtaining a court order. Please e-mail firstname.lastname@example.org to be added to the update list and get information on how to obtain identifying information from the other records.)
