Who May Access Information Citation: Ann. Stat. § 59-2122
The files and records of the court in adoption proceedings shall not be open to inspection or copy by persons other than the parties in interest and their attorneys, and representatives of the State department of social and rehabilitation services, except upon an order of the court expressly permitting the same. As used in this section, ‘’parties in interest’’ shall not include birth parents once a decree of adoption is entered.
Access to Nonidentifying Information Citation: Ann. Stat. § 59-2122
The department of social and rehabilitation services may contact the adoptive parents of the minor child or the adopted adult at the request of the birth parents in the event of a health or medical need. The department of social and rehabilitation services may contact the adopted adult at the request of the birth parents for any reason.

Identifying information shall not be shared with the birth parents without the permission of the adoptive parents of the minor child or the adopted adult.

The original birth certificate is a sealed document that may be opened by the State registrar only upon the demand of the adult adopted person or by an order of the court.

"This is a Open Records State," meaning that adult adoptees can receive copies of original documentation about their adoptions just by completing an application process. Other states also provide for the release of original information with some restrictions." Kansas law provides for the reunion of Birth Families upon the adoptee reaching the age of 21, to either the relinquishing birth parent or adoptee upon request. For more information you must send a copy of a photo ID and request a copy of your adoption folder or you may ask to be put in contact with your child / birth parent. Obtaining An Original Birth Certificate:
The original birth certificate may be opened by the State registrar only upon the demand of the adult adopted person or by a court order. Adult adoptees over the age of 18 can access original birth certificate for $12 from Kansas Bureau of Vital Statistics, 1000 SW Jackson , Topeka, KS 66612. Phone Number is (785) 296-1400 Must submit written, notarized request. The written notarized request should include date of birth and city of birth.
